  A Look at How SDAP is Working   A number of factors led to the proposal by the Federal Motor Carrier Safety Administration for a pilot program in September 2020. That program was designed to allow the operation of commercial motor vehicles by persons ages 18, 19, and 20. While that concept was never launched, the massive Infrastructure Investment and Jobs Act of 2021 required such a pilot program to be implemented. Implementing the Program That apprenticeship concept has been rolled out as the Safe Driver Apprenticeship Pilot. Details of SDAP were announced in December of 2022 as part of the administration’s new Trucking Action Plan . While the program has received strong positive responses from trucking firms, the number of apprentices on the job is not yet meeting the stated goals. Cargo thefts from trucks and warehouses have seen a significant spike during the second quarter of this year, according to a report by FreightWaves.  The article highlights the alarming increase in theft incidents and emphasizes the need for enhanced security measures to protect freight during the transport process.   Below is a recap of CargoNet’s findings :   *Cargo theft increased 57% YOY, reporting 566 US incidents in 2Q 2023.   *Thieves targeted higher valued loads with nearly $44 million worth of products stolen last quarter and the average load being worth almost $100,000 more than in the past.   *California accounted for the most thefts followed by Texas and Florida.   *Full truckload theft increased 17% YOY.   *There were 127 more fictitious pickups 2Q 2023 vs. 2Q 2022.   Road Scholar Transport recognizes the importance of safeguarding cargo and has implemented various strategies to mitigate the risk of theft.  One of the key measures we have tak
