Inside Docket 2025-1: The Biggest NMFC Overhaul in Decades

On July 19, 2025, the less-than-truckload (LTL) freight industry entered a new era.  The long-anticipated changes to the National Motor Freight Classification (NMFC) system—outlined in Docket 2025-1—officially took effect, marking the most comprehensive update in decades.  Led by the National Motor Freight Traffic Association (NMFTA), this overhaul is not just a bureaucratic shift; it's a bold step toward simplifying and future-proofing how goods are classified, rated, and billed across the LTL landscape.

Why It Matters

At its core, the NMFC system is the backbone of LTL freight.  It standardizes the way commodities are classified by evaluating four key factors: density, handling, stowability, and liability.  This standardization promotes consistency in pricing, regulatory compliance, and shipment planning for a wide range of stakeholders—shippers, carriers, freight brokers, and 3PLs.

However, as new products emerged, supply chains evolved, and digital technologies advanced, the system began to show its age.  Fragmented item listings, inconsistent classifications, and reliance on outdated criteria led to confusion and inefficiencies across the board.  That’s where Docket 2025-1 comes in.

What Changed in Docket 2025-1?

This update isn’t just cosmetic—it’s foundational.  Here's a breakdown of the key changes:

🔢 More Precise Density-Based Classification

  • The traditional 11-sub density scale has been expanded to a 13-sub scale, offering more granularity and precision.
  • Over 2,000 commodity listings have transitioned to full density-based classification, making it easier to match rates to actual shipment characteristics.

🧩 Simplified and Consolidated Listings

  • Generic NMFC headings have been streamlined and consolidated, helping to reduce overlap and ambiguity.
  • Commodities with unique handling or liability needs are now more clearly defined, reducing the risk of misclassification and disputes.

💻 Digital Transformation with ClassIT+

  • NMFTA launched ClassIT+, a cutting-edge digital platform replacing the old ClassIT tool.
  • ClassIT+ gives users a scalable, intuitive, and centralized hub for accessing NMFC data, making classification more accessible and actionable for all users—from logistics teams to shipping departments.

📆 Next Phase Coming Soon

  • The NMFTA is already preparing for the next evolution.  Docket 2025-2 is scheduled for release in late August, continuing the effort to refine the classification system further.

Who Benefits—and How

For Shippers:
This update reduces ambiguity and makes it easier to classify freight accurately.  With clearer guidelines and a more structured system, shippers can avoid surprise charges, speed up documentation, and reduce disputes.

For Carriers:
Accurate classifications mean more predictable billing and reduced administrative friction.  Carriers now have better tools to verify loads, improving overall efficiency and profitability.

For 3PLs and Brokers:
The modernized classification system is easier to integrate into transportation management systems (TMS) and freight audit platforms.  It supports better automation and enhances data-driven logistics strategies.

For Technology Providers:
A more standardized, density-focused system creates a stronger foundation for automation, AI-based classification tools, and smart rating engines.

Supporting the Transition

Change can be difficult—especially when it upends decades of habit and industry practice.  That’s why NMFTA and industry leaders have stepped up to support the rollout.  Resources include:

  • Online training and webinars available on NMFCChanges.com
  • Quick-reference guides explaining how the new 13-tier density scale works
  • Carrier-specific implementation support to help customers and logistics teams adapt smoothly

What Industry Leaders Are Saying

Debbie Sparks, Executive Director of NMFTA, summed up the significance of the changes:

“The modernized classification system better aligns with how goods are packaged and shipped today, while still supporting fairness and consistency across the supply chain.”

Clete Cordero, VP of Pricing & Traffic at Southeastern Freight Lines and NMFTA Chairman, emphasized the day-to-day impact:

“We see firsthand how misclassifications and outdated interpretations can create inefficiencies.  ClassIT+ gives all stakeholders a much-needed tool to simplify classification and ensure accuracy from the start.”

Looking Ahead: NMFC in a Digital Supply Chain

As the LTL sector continues to digitalize and embrace new technologies, a robust classification system is more vital than ever.  Classification isn't just about billing—it's about operational efficiency, customer satisfaction, and long-term sustainability.

Docket 2025-1 represents a pivot to a more flexible, data-driven future, where consistency and simplicity lead to greater performance and transparency.  The move toward a more streamlined, density-focused NMFC system paves the way for smarter logistics operations and stronger supply chain partnerships.

The implementation of Docket 2025-1 is more than a policy update—it’s a modern logistics milestone.  With clearer definitions, more accurate density scaling, and a robust digital platform, the NMFTA is addressing long-standing challenges while laying the groundwork for the next generation of freight transportation.

For anyone involved in moving LTL freight, now is the time to familiarize yourself with the changes, retrain your teams, and update your systems.  Classification still matters—and with these updates, it matters more than ever.
